01What Is the Training Disclosure Decision?

The Training Disclosure decision is a regulatory obligation requiring private-sector organizations to disclose their annual training data (plans, budgets and trainee numbers) via the “Qiwa” platform by the end of each calendar year, to raise the quality of training indicators in the labor market.

02Who Is Covered by the Disclosure Decision?
Mandatory

Organizations with 50 or more employees — required to disclose training data annually.

Optional

Organizations with fewer than 50 employees — may disclose voluntarily via the platform.

03What Is the Minimum Training Required for Disclosure?

Disclosed training must be no less than 8 training units per trainee per year, and the length of each unit varies by training type:

04When Is the Training Disclosure Due?

The Training Disclosure form is available from 1 September until the end of each calendar year via Qiwa platform, and data can be edited during this period only.

05What Are the Organization’s Disclosure Obligations?
  • Submit the annual training plan
  • Document trainee numbers (employees, students, graduates, job seekers)
  • State the number of training hours delivered per trainee
  • Submit the total training budget allocated for the year
  • Upload the report via the Qiwa platform within the specified period
06What Are the Violations and Penalties for Non-Disclosure?

Failing to submit the disclosure report within the specified period exposes the organization to a financial fine and regulatory accountability, as determined by the Ministry of Human Resources and Social Development (HRSD) based on the number of employees and repetition of the violation.
